Fleming Colorado Town Meeting Summary April 2025

The Fleming Town Council held their regular monthly meeting on Wednesday, April 9, 2025.

The meeting was called to order by Mayor Stefan Betley at 6:30pm. The following council members were present: Bill Langridge, Milinda Hickey, Josh Wernsman, Kamie Lambrecht, and Bonnie Jackson. Scott Walker arrived at 6:33pm.

Also Present: Joelle Gapter, Lewis Frank, and Michelle Asfeld. Fletcher Gorman arrived at 6:33pm.

Additions/Corrections to the Agenda:

Betley asked for additions and/or corrections to the agenda. Hearing none, it was moved and seconded to approve the agenda as printed. Motion passed unanimously.

Public Comment:

No public comment.

Consent Agenda:

A motion was made and seconded to approve the consent agenda consisting of the March minutes and bills. Motion passed unanimously.

Maintenance Superintendent’s Report:

Gorman reported that there is still a bit of work to be done at the substation following last month’s power outage.

He informed the council that the materials for the water line to extend water to the cemetery have been delivered. There are still a few necessary components that are yet to arrive.

The maintenance employees have also been working on installing a water valve for the Wild Horse Ridge Subdivision. The valve will eliminate the need for turning off the entire water to the Town.

The streets and alleys are being graded as time permits.

Water will be turned on in the next few weeks at the parks.

The splash pad was discussed. It was noted that some paint is peeling off and the surface needs to be recoated. The council is hopeful these repairs can be done so the splash pad can be ready to go for Memorial Day weekend.

Treasurer’s Report:

Frank reviewed the financial reports. It was moved and seconded to approve the Treasurer’s Report. Motion passed unanimously.

Library Report:

Lambrecht reported that the library will be closed May 26th and 27th for cleaning. Summer library hours will begin on May 28th. The summer reading program is set to kick off on June 9th. Lambrecht would like to work 16 hours in the summer, 8 am-noon on Tuesday and Thursday and 8 am-4 pm on Wednesday. She visited with the council about the possibility of having a sub in the library on Tuesday and Thursday afternoons from noon until 4 pm. The council agreed to this arrangement.

Clerk’s Report:

Asfeld reported that municipal court was held on Monday, April 7th. The defendant pleaded not guilty to the dog charge. A trial is scheduled for May 5th at 6 pm.

Asfeld reminded the council that the Town Clean-up is set for April 25th, and the Town-wide Yard Sale is June 7th.

Action Items:

1. Ordinance #1-2025-Rezoning Block 6 of Wild Horse Ridge Subdivision was read and discussed. It was moved and seconded to approve, on first reading, the aforementioned ordinance. Motion passed unanimously.

2. Ordinance #2-2025-Rezoning Transition to Residential Low Density- Constructing a new school was read and discussed. It was moved and seconded to approve, on first reading, the aforementioned ordinance. Motion passed unanimously.

3. Ordinance #3-2025-Sale of Streets to the School, 200 W. Champ and 400 & 500 N Lincoln was read and discussed. It was moved and seconded to approve, on first reading, the aforementioned ordinance. Motion passed unanimously.

4. Frank presented a change to the Employees’ Retirement Plan Participation Agreement. The change comes under section 1.16 of the agreement, Eligible Employee. It was recommended to change from “Every employee of the participating employer who works at least 12 months per year and at least 35 hours per week”, to “All benefitted positions. Every employee in a benefitted position of the participating employer, in accordance with the participating employer’s standard personnel practices.” After a brief discussion, it was moved and seconded to adopt the recommended changes. Motion passed with Hickey abstaining.

5. To coordinate with the previous change to the Retirement Plan Participation Agreement, it was moved and seconded to remove the 2 nd sentence under Section 8 Retirement that states, “For the purpose of this benefit, full-time employees are those who work at least 35 hours per week and 12 months per year.” from the Employee Handbook. Motion passed with Hickey abstaining.

Discussion Items:

A brief discussion was held on benches for the north park and fishing pond. Jackson will visit with the two other people who are interested in donating benches and will report back to the council at the May meeting.

Upcoming Meetings:

May 14, 2025-Public Hearing for Ordinances 1-2025, 2-2025, and 3-2025 at 6:30 pm at the Town Hall.

May 14, 2025- Town Council meeting immediately following the Public Hearing.

May 15, 2025- CML Spring District meeting at Wray.

A motion was made and seconded to adjourn at 7:50 pm. Motion passed unanimously.
