Fleming Colorado Town Meeting Summary May 2025

The Fleming Town Council held their regular monthly meeting on Wednesday, May 14, 2025.

The meeting was called to order by Mayor Stefan Betley at 7:02pm. The following council members were present:

Bill Langridge, Milinda Hickey, Scott Walker, Josh Wernsman, Kamie Lambrecht, and Bonnie Jackson.

Also Present: Steve McCracken (left at 7:50pm), Courtney Firme (left at 7:50pm), Harry Harms (left at 7:50pm), Randy Stahley (left at 7:50pm), Keith Beck (left at 7:31pm), Lewis Frank and Michelle Asfeld.

Additions/Corrections to the Agenda:

Betley asked for additions and/or corrections to the agenda. Hearing none, it was moved and seconded to approve the amended agenda. Motion passed unanimously.

Public Comment:

There was no public comment.

Consent Agenda:

A motion was made and seconded to approve the consent agenda consisting of the April minutes and bills. Motion passed unanimously.

Maintenance Superintendent’s Report:

Beck reported that WAPA is planning work to be done at the substation that will require an electrical outage for the town. The work is tentatively scheduled for Saturday, June 21st, with electricity to be shut off from 10:00 am to 2:00 pm. Communication will go out to residents as the date is confirmed.

Work continues on extending the water line to the cemetery. Some additional resources were needed to trench through what appeared to be bedrock. Beck will also be conducting several required water tests.

The maintenance crew will be working on the parks and cemetery over the next couple of weeks ahead of Memorial Day weekend. They will also need to repaint the surface of the splash pad.

Beck updated the council on May 5th municipal court proceedings. A guilty verdict was rendered, and a fine was imposed along with court costs.

Treasurer’s Report:

Frank reviewed the financial reports that had previously been provided to the council. It was moved and seconded to approve the Treasurer’s Report. Motion passed unanimously.

Frank let the council know that the annual audit is scheduled for June 2-4.

Clerk’s Report:

Nothing to report.

Action Items:

1. Ordinance #1-2025-Rezoning Block 6 of Wild Horse Ridge Subdivision was read and discussed. It was moved and seconded to approve the aforementioned ordinance on 2nd reading. Motion passed unanimously.

2. Ordinance #2-2025-Rezoning Transition to Residential Low Density-Constructing a new school was read and discussed. It was moved and seconded to approve the aforementioned ordinance on 2nd reading. Motion passed with Lambrecht abstaining.

3. Ordinance #3-2025-Sale of Streets to the School, 200 W. Champ and 400 & 500 N. Lincoln was read and discussed. It was moved and seconded to approve the aforementioned ordinance on 2 nd reading. Motion passed with Lambrecht abstaining.

4. Betley shared with the council a letter of resignation from Judge Matuszczak. After a brief discussion, it was moved and seconded to accept the letter of resignation. Motion passed unanimously.

5. Betley asked the council to consider a donation to the Fleming Volunteer Fire Department for the July 4th fireworks celebration. It was moved and seconded to donate $1,000.00 towards the fireworks display. Motion passed unanimously.

Discussion Items:

1. The council discussed providing pop floats at the July 4th celebration, as it has been done in the last several years.

2. The Logan County Council on Aging will be holding their meeting at the Fleming Community Center on June 6th.

Upcoming Meetings:

1. May 15, 2025- CML Spring District Meeting in Wray.

2. June 11, 2025- Town Council meeting at Town Hall at 6:30pm
