RECORD OF PROCEEDINGS
July 9, 2025
The Fleming Town Council held their regular monthly meeting on Wednesday, July 9, 2025. The meeting was called to order by Mayor Stefan Betley at 6:30 PM. The following council members were present: Bill Langridge, Scott Walker, Josh Wernsman, Kamie Lambrecht, and Bonnie Jackson. Milinda Hickey was absent.
Also Present: Fletcher Gorman, Lewis Frank, Joelle Gapter, and Michelle Asfeld.
Additions/Corrections to the Agenda:
Betley asked for additions and/or corrections to the agenda. Hearing none, it was moved and seconded to approve the agenda as presented. Motion passed unanimously.
Public Comment:
No public comment.
Consent Agenda:
A motion was made and seconded to approve the Consent Agenda, consisting of the June minutes and bills. Motion passed unanimously.
Maintenance Superintendent’s Report:
Gorman reported that WAPA was able to address their electrical issue at the substation, which was the reason for the electrical outage on June 21st. Unfortunately, they realized there is another unidentified issue. Once they have pinpointed the problem and determined a solution, they will update the town as to whether another outage is needed.
They are still working on the water line project to the cemetery. The wastewater system is operating within normal parameters. There are still several street drainage issues that the maintenance employees are trying to address. Mosquito fogging is on Tuesday evenings, weather permitting. Thursday is an alternate date if spraying cannot happen on Tuesdays.
Frank reported that a bid had been received from Star House Moving, to move the school’s old bus barn/quonset. A bid has also been received from Cochran & Vandenbark for foundation/footing work for the building. After a brief discussion, the council chose to proceed with moving the bus barn over by the Town Shop area.
Treasurer’s Report:
Frank reviewed the financial reports that had previously been provided to the council. It was moved and seconded to approve the Treasurer’s Report. Motion passed unanimously.
Scott Szabo was unable to attend this council meeting but plans to attend the August 13th meeting to present the Audit Report.
Media Report:
Gapter reported on an issue she is dealing with regarding the town webpage.
Clerk’s Report:
Asfeld will be out of the office next week as she will be attending Clerk’s Academy in Fort Collins.
Action Items:
1. Benches: Jackson shared with the council that a bench design had been found at a reasonable price. The benches are made from recycled plastic and should require no maintenance. Four individuals have indicated they want to each donate a bench as a memorial in honor of a loved one. After further discussion, it was moved and seconded to purchase 10 benches. Four will be paid for by individuals and the other six paid for by the Town. Motion passed unanimously.
2. Fall Festival Donation: Betley reminded the council that the Fall Festival is September 6th and last year the Town provided a donation to the Fall Festival Committee of up to $1,000 to cover insurance and the movie. It was moved and seconded to make the same donation again this year. Motion passed unanimously.
3. Town Equipment, up for Bid: The council discussed excess equipment with the possibility of putting the said equipment up for bids. It was moved and seconded to list the 1967 JD 570 road grader, 1973ish JCB Mark 3 Backhoe loader, 1997 GMC Sonoma 4x4 and the Mobil Street Sweeper for sealed bids with the bids due by 3:30 PM on August 12, 2025, at the Town Hall so the bids can be opened at the August 13th Council Meeting. Motion passed unanimously.
Discussion Items:
1. The council discussed the issue of 4-wheelers and motorcycles not obeying the basic motor vehicle laws. After some discussion, it was decided that Langridge will contact the Logan County Sheriff to discuss what can be done.
2. The council discussed the possibility of a ballot question for the November 2025 Election. After some discussion, they chose not to add a ballot question.
3. The council discussed the upcoming retirement of the Town Maintenance Superintendent. While it is 8 months away, it was decided to begin making necessary plans.
4. Langridge, Jackson, and Walker reported on the 4th of July celebration. They served 69 pop floats. It was suggested by a few individuals that next year, the pop floats be provided at the same time as the Firemen’s dinner, rather than before.
