RECORD OF PROCEEDINGS
August 13, 2025
The Fleming Town Council held their regular monthly meeting on Wednesday, August 13, 2025. The meeting was called to order by Mayor Stefan Betley at 6:30 PM. The following council members were present: Bill Langridge, Milinda Hickey, Scott Walker, Josh Wernsman, Kamie Lambrecht, and Bonnie Jackson.
Also Present: Scott Szabo, Tom Goss, Joelle Gapter, Keith Beck, Lewis Frank, and Michelle Asfeld.
Additions/Corrections to the Agenda:
Betley asked for additions and/or corrections to the agenda. Hearing none, it was moved and seconded to approve agenda as presented. Motion passed unanimously.
Public Comment:
Szabo presented the annual Audit Report. The financial condition of the town of Fleming continues to be in sound condition with ample reserves. He complimented Frank on the outstanding job he does for the Town. A motion was made and seconded to approve the Audit Report. Motion passed unanimously.
Goss visited with the council about a dead tree on a residential property that has limbs hanging over the power lines. A letter will be sent to the property owner to remove the tree.
Consent Agenda:
A motion was made and seconded to approve the consent agenda, consisting of the July minutes and bills. Motion passed unanimously.
Media Relations Report:
Gapter updated the council on the process of transferring PDF files to ADA compliant flies. There are several subscription options and rates. The council would like to see a contract before making a decision.
Maintenance Superintendent’s Report:
Beck reported that several broken poles had been replaced.
The pump/motor had to be replaced on Well #1. He advised the council that this happens every 5-7 years. Work continues on extending the water line to the cemetery. There’s approximately 900 feet left to dig and bury. Beck also shared with the council some information on remote reading water meters. The council will discuss that information at a future meeting.
The splash pad surface will be repainted when it’s shut off for the season.
Mosquito fogging continues Tuesday evenings, weather permitting.
Beck also shared that PC Telcom has contacted the town, wanting to discuss bringing fiber optic cable into town.
Treasurer’s Report
Frank reviewed the financial reports that had previously been provided to the council. It was moved and seconded to approve the Treasurer’s Report. Motion passed unanimously.
Clerk’s Report:
Asfeld reported that she attended Clerks Academy July 14-18.
Action Items:
1. A dozen sealed bids were received for the 4 pieces of excess equipment. After all the bids were opened, it was moved and seconded to accept the high bid for each item. Motion passed unanimously. The winning bidders will be notified and advised that they have until September 12, 2025, to remove the equipment.
2. Betley shared with the council a letter of resignation from Felicity Wales. It was moved and seconded to accept the resignation with much regret. Motion passed unanimously.
3. Betley shared with the council a letter of resignation from Justin Hickey. He is indicating August 25, 2025, as his last day of employment with the town. It was moved and seconded to accept the resignation with much regret. Motion passed with Hickey abstaining.
4. A variance permit was reviewed. It was originally approved at the June 2021 council meeting. It was moved and seconded to allow the variance to continue into perpetuity. Motion passed unanimously
5. The council reviewed the Utility Superintendent/Ordinance Officer job description. After some discussion, it was moved and seconded to approve the job description with several suggested changes. Motion passed unanimously. The position announcement will be posted with MEAN, CIRSA, Workforce, Sterling JA, and the HF Herald.
Discussion Items:
1. The council discussed possible engagement at the Fall Festival. It was determined to hand out popcorn prior to the parade.
2. The council discussed the desired location for the quonset that is to be moved from school property. It was decided that east of the Fire Hall is the site. The move is set to happen in October.
3. 5 new tables have been purchased for the community center. They should arrive next week.

2. September 10, 2025, Town Council meeting at Town Hall, 6:30 PM.
