RECORD OF PROCEEDINGS
September 10, 2025
The Fleming Town Council held their regular monthly meeting on Wednesday, September 10, 2025. The meeting was called to order by Mayor Stefan Betley at 6:30 PM. The following council members were present: Bill Langridge, Milinda Hickey, Scott Walker, Kamie Lambrecht, and Bonnie Jackson. Josh Wernsman was absent.
Also Present: Joelle Gapter, Keith Beck (left at 7:12 PM), Lewis Frank, and Michelle Asfeld.
Additions/Corrections to the Agenda:
Betley asked for additions and/or corrections to the agenda. Hearing none, it was moved and seconded to approve the agenda as presented. Motion passed unanimously.
Public Comment:
It was brought to the council’s attention that a resident is hitting golf balls across the road when cars are driving on the road.
Consent Agenda:
A motion was made and seconded to approve the consent agenda, consisting of the August minutes and bills. Motion passed unanimously.
Media Relations Report:
Gapter updated the council on issues with the web page host and the DocAccess proposal. It was moved and seconded to accept a 2-year agreement with Streamline Software Incorporated for $2,880.00 for the web page.
Maintenance Superintendent’s Report:
Beck informed the council that the work on installing the water line to the cemetery is nearing completion. Approximately 500 feet is left to trench and bury. Two valves will need to be installed, which will require turning the water off for a short period of time to the Wildhorse Ridge Subdivision. Residents will be notified ahead of that action.
The splash pad will be winterized, and then the surface will be repainted. Several trees at the North Park are set to be trimmed.
Beck will meet with the volunteer fire department tomorrow evening to discuss the property east of the fire hall as a possible location for the former school bus barn quonset.
Treasurer’s Report:
Frank reviewed the financial reports that had previously been provided to the council. He informed the council that $63,000.00 had been transferred from the General Fund to the Water Fund to facilitate the 3rd of 5 annual payments for the water tower refurbishment. It was moved and seconded to approve the Treasurer’s Report. Motion passed unanimously.

Action Items:
1. The 2026 Worker’s Compensation insurance preliminary quote from CIRSA was reviewed. After a short discussion, it was moved and seconded to accept the insurance quote for 2026. Motion passed unanimously.
2. The 2026 Property Casualty insurance preliminary quote from CIRSA was reviewed. Several options of deductibles and coverages were discussed. After a short discussion, it was moved and seconded to accept the insurance quote for 2026 with the same coverages and deductibles as the current year. Motion passed unanimously.
3. The council discussed an employment contract for a new municipal judge. Rob Dee has been contacted for this position and indicated that he does not require a contract for his services. He bills a set fee per court session, payable at the end of the year. It was moved and seconded to retain Rob Dee as municipal judge. Motion passed unanimously.
Discussion Items:
1. The Employee Policy update discussion was tabled do to the absence of Wernsman, as he has been working on possible changes to the current policy.
2. The Green Energy information was tabled, as Beck is the source of information about this issue.
3. Walker shared some possible ideas for the 250/150 Sesquisemiquincentennial in 2026.
4. The future of the Fleming Fall Festival was discussed. As a first step, Betley has offered to work with the school superintendent and athletic director to draft a letter to CHSAA requesting a homecoming football game be scheduled for the 2nd weekend of September, the traditional Fall Festival/Homecoming weekend.
