RECORD OF PROCEEDINGS
October 8, 2025
The Fleming Town Council held their regular monthly meeting on Wednesday, October 8, 2025. The meeting was called to order by Mayor Stefan Betley at 6:30 PM. The following council members were present: Bill Langridge, Milinda Hickey, Josh Wernsman, Kamie Lambrecht, and Bonnie Jackson. Scott Walker was absent.
Also Present: Jeff Schiel (left at 6:48 PM), Joelle Gapter (left at 7:55 PM), Fletcher Gorman, Lewis Frank, and Michelle Asfeld.
Additions/Corrections to the Agenda:
Betley asked for additions and/or corrections to the agenda. Hearing none, it was moved and seconded to approve the agenda as presented. Motion passed unanimously.
Public Comment:
Betley conveyed his condolences to the family of the former Mayor, Bob Stone.
Schiel spoke to the council about his new endeavor, Clear Path Recovery, a nonprofit substance addiction recovery program. After a brief overview of his vision, he asked the council for a letter of support to help with grant requests. The council thanked Shiel for his presentation and will discuss his request under Action Item 1. Draft Letter of Support.
Consent Agenda:
A motion was made and seconded to approve the Consent Agenda, consisting of the September minutes and bills. Motion passed unanimously.
Library Report:
Lambrecht reported to the council on the Summer Reading program. This year’s Summer Reading program focused on art and fine motor skills.
Maintenance Superintendent’s Report:
Gorman shared with the council that the maintenance department has 11 used transformers that need to be decommissioned. The new water line on the west side of the Wild Horse Ridge Subdivision has been completed and is being sanitized. The line will be flushed, then buried.
Gorman also shared some information on new automated water meters. The council will discuss this information during the budget presentation. The maintenance department has also been trimming trees in North Park.
Treasurer’s Report:
Frank reviewed the financial reports that had previously been provided to the council. It was moved and seconded to approve the Treasurer’s Report. Motion passed unanimously. Frank then went on to present the first draft of the 2026 budget. There was some discussion on adding a budget and reconciliation program to the existing software.
Clerk’s Report:
Asfeld reported that the town will be without electricity on Saturday, October 25th, as WAPA needs to continue with some necessary work at the substation south of town.
Action Items:
1. The Council discussed Schiel’s request for a letter of support for Clear Path Recovery. It was moved and seconded to provide the requested letter of support for Clear Path Recovery. Motion passed unanimously.
Discussion Items:
1. Jackson and Langridge shared with the council some highlights of the recent CML District Meeting held in Yuma in September.
2. Wernsman presented possible changes to the current employee policies. After some discussion, Wernsman will incorporate the suggested changes into a document for the November meeting.
3. The 250/150 celebration discussion was tabled till the November meeting.
4. The council will be holding Employee Evaluations on Friday, October 31st.
5. The council will be holding interviews for the Maintenance Superintendent position on Friday, November 7th.
