RECORD OF PROCEEDINGS
December 10, 2025
The Fleming Town Council held their regular monthly meeting on Wednesday, December 10, 2025. The meeting was called to order by Mayor Stefan Betley at 6:29 P.M., following a public hearing for the 2026 budget. The following council members were present: Bill Langridge, Milinda Hickey, Scott Walker, Josh Wernsman, and Bonnie Jackson. Kamie Lambrecht was absent.
Also Present: Brittany Arellano, Jake Helgoth (left at 7:16 P.M.), Keith Beck (left at 7:16 P.M.), Lewis Frank, and Michelle Asfeld.
Additions/Corrections to the Agenda:
Betley asked for additions and/or corrections to the agenda. Hearing none, it was moved and seconded to approve the agenda as presented. Motion passed unanimously.
Public Comment:
Arellano introduced herself and the non-profit HALO organization to the council. She is the Executive Director for the non-profit that provides food assistance to individuals and families in need.
Consent Agenda:
A motion was made and seconded to approve the consent agenda, consisting of the November minutes and bills. Motion passed unanimously.
Maintenance Superintendent’s Report:
Beck shared with the council that a strong wind had caused a power outage on Wilhelm Drive that was quickly resolved. The maintenance employees discovered a frozen water pipe at Well #1 and fixed the issue. A water leak was repaired at the intersection of Washington and Larimer. Beck is conducting a lead and copper water test that is required before the end of the year. Water meter readings were brought up with Mayor Betley stating that readings will begin a month later since they were read in November. Beck will also be contacting Logan County to secure several loads of gravel for road work.
Treasurer’s Report
Frank reviewed the financial reports that had previously been provided to the council. It was moved and seconded to approve the Treasurer’s Report. Motion passed unanimously. Frank then presented the final draft of the 2026 Budget and explained the reason for the reduction in the mill levy. The council had a brief discussion of the budget before commencing its formal adoption. It was moved and seconded to adopt Resolution #2-2025-Adoption of the 2026 Budget.
Motion passed unanimously.
It was moved and seconded to adopt Resolution #3-2025-Appropriating Sums of Money for the General Fund. Motion passed unanimously. It was moved and seconded to adopt Resolution #4-2025-Appropriating Sums of Money for the Electric Fund. Motion passed unanimously.
It was moved and seconded to adopt Resolution #5-2025-Appropriating Sums of Money for the Water Fund. Motion passed unanimously. It was moved and seconded to adopt Resolution #6-2025-Appropriating Sums of Money for the Sewer Fund. Motion passed unanimously.
It was moved and seconded to adopt Resolution #7-2025-Appropriating Sums of Money for the Conservation Trust Fund. Motion passed unanimously.
It was moved and seconded to adopt Resolution #8-2025-Set Mill Levy. Motion passed unanimously.

No report.
Action Items:
1. Betley informed the council that the initial offer for the Maintenance Superintendent/Ordinance Officer position had been turned down. The council had a brief discussion and moved forward with a motion to offer Jake Helgoth the position. The motion was seconded and passed unanimously.
2. Asfeld provided the council with background information regarding a request to modify WAPA Contract #14-RMR-2551 (Section 8 & Exhibit C-Suspend the contract provisions relating to the Mt. Elbert Pump Storage). Following a brief discussion, it was moved and seconded to agree with the aforementioned modification. Motion passed unanimously.
3. Betley initiated a discussion regarding employee bonuses. Last year, the council voted to give town employees $150. It was moved and seconded to give part-time and full-time town employees $150. Motion passed unanimously.
Discussion Items:
The annual employee appreciation dinner was discussed. Previously, it was held in March. The council settled on Friday, March 20, 2026, as the date.
The Council will again be providing hot chocolate at the Fireman’s Winter Celebration scheduled for Sunday, December 14th, from 4 P.M. to 6 P.M.
Cleaning service for the community center was discussed and will be added as an action item for the January meeting.
Hickey discussed a few of the Ordinances that are on the town website.
