Fleming Colorado Town Meeting Summary March 2026

RECORD OF PROCEEDINGS

March 10, 2026

The Fleming Town Council held their regular monthly meeting on Wednesday, March 10, 2026. The meeting was called to order by Mayor Stefan Betley at 6:30 PM. The following council members were present: Bill Langridge, Milinda Hickey, Scott Walker, Josh Wernsman, Kamie Lambrecht, and Bonnie Jackson.

Also Present: Randy Stahley (left at 6:39 PM), Jacob Helgoth, Joelle Gapter, Lewis Frank, and Michelle Asfeld. Tom Goss and Camden Goss (arrived at 6:33 PM and left at 6:39 PM.)

Additions/Corrections to the Agenda:

Betley asked for any additions or corrections to the agenda. Hearing none, it was moved and seconded to approve the agenda. Motion passed unanimously.

Public Comment:

Stahley presented to the council that the school is in the process of obtaining a Best Grant with the possibility of a new and/or addition to the school. Attention is being focused on the outdated playground equipment. The school is considering a GOCO Grant to replace the playground equipment. Stahley asked the council to consider a combination school, town playground. The council thanked Stahley for his presentation and will consider the idea.

Camden Goss handed the mayor a bid to replace the damage done to well house #1.

Consent Agenda:

A motion was made and seconded to approve the consent agenda, consisting of the February minutes and bills. Motion passed unanimously.

Maintenance Superintendent’s Report:

Helgoth reminded the council of the power outage planned for Saturday, March 21 st . The outage is due to work that WAPA needs to do at the substation. The power line to the cemetery needs some repair work. A water leak was discovered at the old motel. Repairs were made to stop the leak. The digger truck needs some repairs. Repair work on the road grader is nearly finished. Signs have been ordered to replace some that are missing. The foundation work for the quonset (old school bus barn) has not been started yet.

Treasurer’s Report:

Frank reviewed the financial reports that had previously been provided to the council. It was moved and seconded to approve the Treasurer’s Report. Motion passed unanimously.

Clerk’s Report:

No report from the clerk.

Gapter (Media Relations Coordinator) shared some ideas with the council about the possibility of having a ‘Throwback Thursday’ for the upcoming 250/150 celebration.

Executive Session:

At 7:02pm, It was moved by Walker and seconded by Wernsman to enter into Executive Session per Colorado Revised Statutes Section 24-6-402(4)(f)(I) for the purpose of discussing a personnel matter related to the Maintenance Department. As the executive session involves a personnel matter, the employee involved was given notice of this planned discussion with the opportunity to request it be conducted in open session. As the employee was not present for this discussion, this discussion occurred in executive session.

Action Items:

1. Betley read a request from the Fleming Booster Club soliciting a donation for the High School Post Prom Party. After a brief discussion, it was moved and seconded to donate $250 to the Fleming Booster Club for the Post Prom Party. Motion passed unanimously.

2. The Water Certification Class S Water Treatment Operator designation was discussed. Following a brief discussion, it was moved and seconded to form a Disciplinary Committee to investigate the March 6th incident. Motion passed unanimously.

3. The topic of a part-time road grader operator was revisited from the February meeting. After a brief discussion, it was moved and seconded to advertise the position of part-time road grader operator for 20 hours a month, with pay depending on experience. Motion passed unanimously.

Discussion Items:

1. Walker updated the council on plans for the mural on the south wall of the Town Shop. He has spoken with several artists about logistics and cost. He also said that the students came up with several interesting concepts. Walker has not visited with the art instructor at the school about the mural.

2. WAPA distributed a 2026 summer season rate update. The council will move this to an action item for the April meeting.

3. A comparison of council pay for neighboring towns was provided to the council. A brief discussion ensued. It was determined to move this matter to an action item for the next meeting in the form of an ordinance.
