RECORD OF PROCEEDINGS

June 9, 2026

The Fleming Town Council held their regular monthly meeting on Tuesday, June 9, 2026. The meeting was called to order by Mayor Stefan Betley at 6:31 P.M. The following council members were present: Bill Langridge, Milinda Hickey, Kamie Lambrecht, and Bonnie Jackson. Scott Walker and Josh Wernsman were absent.

Also Present: Justin Hickey, Lewis Frank, and Michelle Asfeld.

Additions/Corrections to the Agenda:

Betley asked for any additions or corrections to the agenda. Hearing none, it was moved and seconded to approve the agenda. Motion passed unanimously.

Public Comment:

No public comment

Consent Agenda:

A motion was made and seconded to approve the consent agenda, consisting of the May minutes and bills. Motion passed unanimously.

Maintenance Superintendent’s Report:

Hickey reported 8 locates have been conducted over the last 3 weeks. Several streetlights have been repaired. The well house has been completed. Better Electric has been contacted to replace the control panel in the well house. Zach Morris has been maintaining the streets.

J.Hickey has been cleaning out the gutters along main street. He discussed with the council several options for repairing the aging main street surface. In the meantime, he will be working to fill some of the larger potholes. The side streets are also in need of gravel. J.Hickey will contact the Logan County Road Department to see about the possibility of their assistance in this effort. The foundation for the quonset (old bus barn) is ready. The move was set for this past Monday but due to an unforeseen health issue, it has been delayed. Fleming will be hosting a training session for Colorado Rural Water in July.

Treasurer’s Report:

Frank reviewed the financial reports that had previously been provided to the council. It was moved and seconded to approve the Treasurer’s Report. Motion passed unanimously.

Clerk’s Report:

Asfeld reviewed with the council the water violations from 2021 and 2022. This report is also being provided to residents as well as on the website. She also asked the council if there were any ballot questions they would like addressed on the November ballot. After a short discussion, it was determined that a possible ballot question would be better addressed in 2027. Asfeld thanked Frank for his professionalism and shared that she appreciates working with him. Betley informed the council that the reason tonight’s meeting is so well organized is because of Asfeld.

Executive Session:

No executive session was required.

Action Items:

1. The possibility of a pickleball court on the tennis courts was brought to the council at the May meeting. The plans were reviewed and briefly discussed. It was moved and seconded to move forward with the purchase of the necessary equipment for pickleball. Motion passed unanimously.

2. Betley initiated the discussion on possible utility rate increases. Financial background information was provided to the council to assist in their discussion. It was determined to increase water rates. After significant discussion, it was moved and seconded to increase the water base rate $2.25, from $33.75/month to $36/month, and increase the consumption from 0.85/1,000 gallons to $1.15/1,000 gallons. Motion passed unanimously. The increase will take effect on the August utility bill. There was no change to the electric or sewer rates.

3. Justin Hickey asked the council to consider hiring a full-time maintenance employee. Beck was asked to stay on through the latest employee transition. He’s set to retire on June 26, 2026. After a brief discussion it was moved and seconded to announce a full-time Maintenance Assistant position at $21/hour. Motion passed unanimously.

4. The possibility of purchasing the Fleming Fire Department water truck was discussed. J.Hickey expressed concern about spending money on a piece of equipment that will only be used several times a year, when there are other areas, the money could be utilized. It was determined to abandon the idea of purchasing the water truck.

Discussion Items:

1. Milinda Hickey shared with the council a possible text alert for missing pets. After a short discussion, it was decided to bring this issue to the agenda again for the July meeting.

2. The council discussed providing pop floats at the 4 th of July celebration. After receiving a few complaints last year, the council decided to serve pop floats from 7:00 P.M. – 8:30 P.M. (or until the ice cream is gone) at the Fire Hall on July 4th .

3. A letter from the Laura Melvin family was shared with the council concerning the sale of property around the current sewer ponds. The council briefly discussed the issue, and then decided to contact the family for more information regarding the possible sale.

4. Beck has installed a light above the 250/150 art on the south wall of the town shop.
