RECORD OF PROCEEDINGS
August 11, 2026
The Fleming Town Council held their regular monthly meeting on Tuesday, August 11, 2026.
The meeting was called to order by Mayor Stefan Betley at 6:30 P.M. The following council members were present: Bill Langridge, Milinda Hickey, Scott Walker, Josh Wernsman, Kamie Lambrecht, and Bonnie Jackson.
Also Present: Lisa Chintala (left at 7:01 P.M.), Deagan & Kelly Lyles (left at 7:16 P.M.), Debbie Rose (left at 8:00 P.M.), Justin Hickey (left at 8:00 P.M.), Joelle Gapter, Lewis Frank, and Michelle Asfeld.
Additions/Corrections to the Agenda:
Betley asked for any additions or corrections to the agenda. Hearing none, it was moved and seconded to approve the agenda as printed. Motion passed unanimously.
Public Comment:
Chintala expressed concern about kids not paying attention and not watching out for vehicles when they drive motorcycles, 4-wheelers, go-carts, and golf carts on the streets and in parking lots. The Colorado Law states that you cannot operate an ATV without a driver’s license.
Lyles shared with the council that a dog of a Fleming resident killed 7 of their chickens.
Betley shared two other complaints with the council, along with a thank you from the Wales family.
Consent Agenda:
It was moved and seconded to approve the consent agenda, consisting of the July minutes and bills. Motion passed unanimously.
Maintenance Superintendent’s Report:
Hickey reported that he has ordered 10 utility poles that should be delivered in 3 to 4 weeks. He has also purchased 2 new transformers due to the current need to have transformers on hand. Electrical work on Well #1 has been completed. Hickey alerted the council to the potential of replacing the digger truck. Chlorine is now being delivered rather than a maintenance person driving to Hudson to pick it up. A Colorado Rural Water representative is working with Hickey to complete some necessary water system requirements. 2 bids were presented to the council for rehabilitating the pavement of the Business District on Main Street.
Treasurer’s Report
Frank reviewed the financial reports that had previously been provided to the council as well as the July check register that was provided at the meeting. It was moved and seconded to approve the Treasurer’s Report. Motion passed unanimously. Frank also informed the council that the final insurance payment had been received for the well-house incident in March. An initial insurance payment was received several months earlier.
Clerk’s Report
Asfeld stated that 6 people have picked up nomination petitions. The petitions are due back to the town hall on or before August 24 th at 4:00 P.M. The black granite slab for the Veteran’s wall has been ordered.
Executive Session
No executive session was required
Action Items:
1. The council discussed donating to the Fleming Fall Festival. It was moved and seconded to donate up to $1000 for insurance coverage and the cost of the movie. Motion passed unanimously.
2. The council discussed hiring a maintenance employee. Langridge and J.Hickey interviewed one candidate and shared their thoughts regarding the interview with the rest of the council. A previous applicant was also discussed. It was moved and seconded to offer the maintenance position to Korbin Segelke at $21.00 per hour with a 90-day probationary period. Motion passed unanimously.
3. Betley informed the council that Maintenance Superintendent Hickey had satisfied his probationary period. After a short discussion, it was moved and seconded to increase Hickey’s pay. The motion passed with M.Hickey abstaining.
4. Betley presented a bid from Camden Goss for 2 cement pads for the new benches at the splash pad. After some discussion, it was moved and seconded to table this matter in order to gather some additional information from Goss. Motion passed unanimously.
Discussion Items:
1. Betley presented a floor plan drawing for a possible town hall remodel/addition. The drawings were prepared by University of Colorado – Denver students.
2. A request by a Cottage Act food vendor was read. After a short discussion, it was determined to refer this request to the Fleming Fall Festival committee.
3. Betley initiate discussion regarding the current easement/lease agreement with the Rowan/Carwin family.
