RECORD OF PROCEEDINGS
September 8, 2026
The Fleming Town Council held their regular monthly meeting on Tuesday, September 8, 2026. The meeting was called to order by Mayor Stefan Betley at 6:30pm. The following council members were present: Milinda Hickey, Scott Walker, Josh Wernsman and Bonnie Jackson. Bill Langridge and Kamie Lambrecht were absent.
Also Present: Sandra Miller (left at 6:38pm), Joelle Gapter, Lewis Frank, Jenae Lorenzo-Lock (arrived at 6:43pm), Krisandra Taylor (arrived at 6:43pm, left at 7:24pm, arrived at 7:57pm), Justin Hickey (arrived at 6:43, left at 7:49pm) and Michelle Asfeld.
Additions/Corrections to the Agenda:
Betley asked for any additions or corrections to the agenda. Hearing none, it was moved and seconded to approve the agenda as printed. Motion passed unanimously.
Public Comment:
Miller addressed the council asking that consideration be given to a noise ordinance. She related that several late nights were disrupted with loud music from a neighbor’s vehicle.
Consent Agenda:
It was moved and seconded to approve the Consent Agenda, consisting of the August minutes and bills. Motion passed unanimously.
Maintenance Superintendent’s Report:
J.Hickey reported that a sanitary survey is set to be conducted towards the end of September. The required water samples have been submitted for lead and copper testing. The Saturday evening rain caused substantial issues with the streets. A limb fell off a tree at Heritage Park damaging another section of the fence. The splash pad will be winterized this month, and the surface will be repainted in the spring.
Walker presented to the council a list of addresses that have overgrown weeds or vehicle violations.
Treasurer’s Report:
Frank reviewed the financial reports that had previously been provided to the council. It was moved and seconded to approve the Treasurer’s Report. Motion passed unanimously.
Clerk’s Report:
Asfeld stated that everything is in order and on schedule for the November election. She also informed the council that the Publisher software, currently used for the Fleming Focus, will be discontinued on October 1, 2026. She will need to find comparable software.
Executive Session:
Betley informed the council that an executive session is necessary for employment negotiation purposes for hiring an Assistant Maintenance Employee. It was moved and seconded to enter into executive session, Section 24-6-402(4)(e). Motion passed unanimously. The public was asked to leave at this time. The executive session began at 7:14p.m. The executive session concluded at 7:35p.m. and the regular meeting resumed.
Action Items:
1. The council discussed plans for a cement pad adjacent to the splash pad. The plans submitted did not meet the immediate wants of the council. It was moved and seconded to revisit this issue next March. Motion passed unanimously.
2. Hiring of an Assistant Maintenance Employee was discussed by the council. It was moved and seconded to forego offering the maintenance position to the candidates that were interviewed. Motion passed unanimously.
3. The 2027 Worker’s Compensation Insurance Quote was reviewed. It was noted that the premium quoted for 2027 reflects a decrease from the current year. It was moved and seconded to approve the 2027 Worker’s Compensation Insurance Quote. Motion passed unanimously.
4. The 2027 Property/Casualty Insurance Quote was reviewed. As with the Worker’s Compensation Quote, the premium quoted for Property/Casualty Insurance also is slightly less than the current year. It was moved and seconded to approve the 2027 Property/Casualty Insurance Quote. Motion passed unanimously.
Discussion Items:
1. The council discussed the current lease agreement regarding the wells on the Rowan/Carwin property.
2. M.Hickey and Jackson informed the council of an issue with the flooring at the community center. After a short discussion, M.Hickey was put in charge of getting quotes for flooring.
3. Asfeld and Frank shared information from the Colorado Municipal League (CML) Fall District meeting, held last week in Sterling.
